Alibaba Cloud Expands European Footprint with New Amsterdam Region and Advanced AI Infrastructure
Alibaba Cloud, the digital technology and intelligence backbone of Alibaba Group, has officially launched its first public cloud region in the Netherlands. The strategic expansion brings two high-performance data centres online in Amsterdam, designed to meet the rapidly accelerating demand for advanced cloud computing, enterprise data management, and artificial intelligence services across the European continent.
The major infrastructure milestone was unveiled during the company’s inaugural International Apsara Conference held in Amsterdam, drawing technology leaders, industry partners, and digital economy stakeholders from across Europe and beyond. With the addition of the Netherlands, the company now operates four distinct European cloud regions, seamlessly integrating its latest Dutch facilities with its long-established operations in Frankfurt, Germany; London, United Kingdom; and Paris, France.
According to the company, the newly established Amsterdam infrastructure will play a critical role in reducing network latency, strengthening enterprise disaster recovery capabilities, and empowering businesses that require robust, compliant solutions to process and store sensitive data locally within the Netherlands and the broader European market.
This European expansion forms a foundational component of Alibaba’s broader, previously announced US$53 billion strategic investment commitment dedicated to scaling next-generation artificial intelligence and cloud computing infrastructure globally. Following the launch in Amsterdam, Alibaba Cloud’s expansive worldwide network now encompasses an impressive 109 availability zones distributed strategically across 32 distinct geographical regions, reinforcing its position as a major global player in enterprise cloud services.

Highlighting the strategic importance of the European market, Dr. Feifei Li, Chief Technology Officer and President of International Business at Alibaba Cloud Intelligence, emphasized the value of the new facility for regional enterprises. By bringing our advanced AI and cloud capabilities to Amsterdam, we are giving customers the in-region infrastructure, performance and data residency they need to innovate faster, scale securely and operate with greater efficiency in the AI era, Dr. Li noted.
Alibaba Cloud Plans to Introduce Agentic AI Services
Beyond foundational cloud computing infrastructure, the newly operational Amsterdam region is equipped to deliver a comprehensive suite of cloud services. These offerings span elastic computing, advanced storage solutions, scalable containers, high-speed networking, big data analytics, multi-layered security protocols, enterprise-grade databases, and cloud-native application development environments.
Building upon this robust technological foundation, Alibaba Cloud announced plans to introduce several specialized agentic AI services tailored to help modern enterprises seamlessly develop, deploy, and manage autonomous AI agents at scale. As organizations increasingly adopt intelligent automation, the demand for secure and manageable agentic workflows has grown exponentially.
Among the highly anticipated services slated for introduction are the ACS Agent Sandbox, an innovative environment designed to provide hardware-level security isolation for autonomous AI agents, and the Agent Security Center, a comprehensive platform engineered specifically to protect AI agent operations from emerging digital threats.
In addition to these security solutions, the company plans to roll out AI Security Guardrails 2.0 to enhance real-time risk detection, Agentic SOC to facilitate AI-driven security operations, and STAROps to streamline intelligent operations management. Alibaba Cloud stated that these upcoming services are specifically designed to simplify the complex lifecycle development and ongoing management of enterprise AI agents while rigorously addressing stringent security, governance, and operational requirements.

Alibaba Cloud Introduces Updated Apsara Stack
In tandem with the public cloud region launch, Alibaba Cloud utilized the Amsterdam conference to unveil the latest, most advanced generation of its flagship Apsara Stack. This sophisticated hybrid cloud solution has been meticulously engineered to cater specifically to large-scale enterprise organizations and public sector entities managing complex, high-demand AI workloads.
The updated platform successfully integrates more than 80 advanced cloud and AI products directly into on-premises enterprise environments, complemented by comprehensive, round-the-clock technical support. By blending flexible deployment architectures and customizable licensing options with enterprise-grade disaster recovery and multi-layered security capabilities, the solution offers organizations unprecedented control over their digital ecosystems.
Alibaba Cloud is strategically targeting key sectors with the new Apsara Stack, focusing heavily on financial institutions, telecommunications providers, and public sector organizations. These regulated industries frequently demand strict data governance, requiring them to maintain absolute control over their underlying infrastructure while simultaneously meeting rigorous regional and international compliance mandates.
Looking further ahead, Alibaba Cloud’s strategic roadmap for Europe remains exceptionally active. The company has formally announced plans to establish its very first cloud region in Finland, alongside further expansion projects aimed at significantly scaling its existing data centre presence in Germany and France over the course of the next 12 months.
Company executives emphasized that this continuous, multi-phased European expansion will substantially increase available computing capacity, ensuring that Alibaba Cloud remains exceptionally well-positioned to support the surging regional demand for locally hosted, high-performance cloud and artificial intelligence services across Europe.
